Cambodian union leader Rong Chhun was charged with”incitement” and detained in Phnom Penh Saturday, a day after his arrest for asserting the government has enabled Vietnam to encroach on farmland along their shared border, according to court officials and attorneys.
The outspoken activist’s arrest within a problem which rolls civic nerves and elicits sympathy for poor farmers brought about 100 fans into a protest before the Phnom Penh Municipal Court demanding his release.
Rong Chhun, president of the Confederation of Unions, has been charged with”incitement to commit a felony or even trigger social unrest” and has been held at Prey Sar prison, pending trial, Phnom Penh Municipal Court Deputy Prosecutor and courtroom spokesman Kuch Kim Long told RFA.
“After questioning him, the judge made a decision to detain Rong Chhun briefly,” he explained.
The prices fall under Article 495 of Cambodia’s Penal Code, using a wide definition of incitement which includes creating”serious chaos in society” through public address or sharing writings or writings, or even videos with the general public.
“The costs of incitement aren’t justified,” said attorney Choung Chou Ngy, among Rong Chhun’s four-member defense group. “It’s unjust.”
He explained the four attorneys will meet to ask bond for Rong Chhun. An incitement certainty carries prison terms of six weeks to five decades and fines.
“He didn’t remark any offenses,” explained Choung Chou Ngy.
Border concerns resonate
Rong Chhun is currently a part of the Cambodia Watchdog Council (CWC) — an umbrella NGO of unions representing teachers, farmers, workers, and students — whose complaint of their government’s stance on boundary demarcation resonate with individuals who reside close to the border, stated a supporter from Svay Rieng, a southern state which divides into Vietnam.
“He was just discussing the border. Rong Chhun shouldn’t have been arrested and detained,” said villager Yos Sophoan.
“He’s a Cambodian. He likes his country. Individuals are worried about the boundary,” he told RFA.
The illegal resistance Cambodia National Rescue Party also condemned the arrest at an attraction for international pressure to procure Rong Chhun’s”liberty with no conditions.”
On July 20, Rong Chhun had seen Trapeang Phlong commune, in Tbong Khmum state’s Ponhea Kraek district, by which Cambodians maintained lately put boundary articles had induced them to eliminate land to neighboring Vietnam.

The CWC claims farmers are losing land since Cambodia is demarcating the boundary according to a 1985 treaty in Vietnam’s 1979-89 job of this country after its ouster of the Khmer Rouge regime.
Unresolved border problems between Cambodia and Vietnam, former French colonies by the 1860s to 1954, have ignited episodes previously, together with the structure by Vietnam of army articles in contested regions quickly contested by Cambodian government in Phnom Penh.
A joint communique signed by Cambodia and Vietnam in 1995 stipulates that neither side may make any alterations to boundary markers or enable cross-border agriculture or settlement pending the settlement of outstanding border problems.
