華航空中巴士A330煞不住 應全面禁飛嗎?|Should airlines earth a 330s impending evaluation?

【看CP學英文】6月14日,載有80名乘客的空中巴士A330-300發生一起嚴重故障事故,三台飛控主電腦、發動機反推力系統、自動煞車系統及減速板均失效,導致在台北松山機場降落失敗。

An Airbus A330-300 aircraft carrying 80 passengers had been involved in a critical incident on June 14: three main flight computers, thrust reversers, and autobrake systems neglected upon landing in Taipei Songshan Airport.

這架從中國上海浦東機場飛往台灣的華航C1202,飛機註冊編號是B-18302。

The aircraft, registered as B-18302, has been controlled with a Taiwan-based carrier, China Airlines (CAL, 中華航空), for flight CI202 in China’s Shanghai Pudong Airport.

根據《航空先驅報》報導,飛行員發現飛行異常後,即從自動駕駛模式轉為手動駕駛模式,最後在2,600公尺長的跑道末端不到10公尺處煞住飛機。

星宇航空的創辦人兼董事長張國煒在評論中提到,從受訓練的駕駛員觀點來看,若飛機當時載有數百名乘客且接近滿載,這個故障事件可能導致的結果不堪設想。

The founder and chairman of both Starlux Airlines, Chang Kuo-wei (張國煒), stated in a remark that from a standpoint of a fully qualified pilot that such a scenario would have been seriously dangerous if the airplane was closer to full capacity in ordinary circumstances and carrying hundreds of passengers.

張董事長長期關注台灣航空安全,考量到松山機場跑道太短,且沒有其餘跑道可以因應,因此敦促民航總局(CAA)應先下令禁止空巴A330於松山機場起降,直到調查人員釐清這起事故主因。

A dominant voice at the Taiwanese aviation sector and famous for his focus to airport security, Chairman Chang advocated that the Civil Aeronautics Administration (CAA) temporarily earth a 330 aircraft type prior to the most important reason for the episode is known by investigators.

民航總局表示此故障事故為單一人為疏失事件,松山機場的跑道在空巴A330運作良好的情況下仍可正常起降,因此回絕張主席先停飛再調查的呼籲。

The CAA reacted by rejecting Chairman Chang’s calls to minimize danger impending evaluation, rather highlighting that Songshan Airport’s runway length is adequate to an Airbus A330 carrying a complete load to land safely under ordinary conditions.

但民航總局仍提醒其他航空同業注意空巴A330是否出現類似故障,尤其在雨天跑道溼滑時,若有故障恐影響煞車系統,甚至導致跑道偏移。

But, the CAA guided airline pilots flying the aircraft kind to pay special attention to get a similar collapse happening on the Airbus A330, especially during raining weather states at which runways are wet and slippery, hindering deacceleration and raising the possibilities of a runway trip.

根據《自由時報》報導,中華航空目前營運23架A330-300,而其競爭對手長榮航空運營9架相同型號的飛機。

From the status quo, China Airlines functions 23 A330-300therefore, although its rival EVA Airways functions 9 of the identical aircraft type, as stated by the Liberty Times.

中華航空的聲明表示,目前正在與空巴合作調查這起事故,並在維修飛機時遵守空巴公司的維修標準。

At a statement by China Airlines, the airline said it had been working with Airbus to inquire into the incident, and will stick to the Airbus care manual when fixing the aircraft.

另一方面,長榮航空表示其飛機並沒有遇到類似情況,但已與空巴空司聯繫,詢問事故細節以及航空公司如何透過培訓採取預防措施。

On the flip side, EVA Air has clarified that it hasn’t encountered a similar scenario with its aircraft, but has contacted Airbus to investigate about the facts of the episode and the way the airline could take preventative steps through coaching.

由於當時機上飛機的乘客較少,A330才能夠在跑道溼滑的情況下煞住飛機,所幸未造成傷亡。

Last month’s acute incident was a wonder in the sense that very few passengers were onboard, granting a 330 an chance to stop in adverse runway conditions while undergoing acute aircraft failures.

如果當時機上有更多乘客,或是中華航空的駕駛員未即時應變,這次飛行結果可能造成重大傷亡。為了防止未來類似事故可能導致的災難性後果,禁止該機型於較短的跑道上起降是最明智的做法。

Had there been passengers on boardor when the China Airlines pilots didn’t take rapid actions, the flight might have ended very differently. Therefore, it might be smart to temporarily suspend using the aircraft on shorter runways, particularly considering that a 2nd similar occurrence may be catastrophic.

另一方面,許多人認為,空巴A330-300是一款飛行資歷數十年的主流機型,曾於台北松山機場服役數年。

On the flip side, others might assert that the Airbus A330-300 is a favorite aircraft type which has increased reliability for years, such as into Taipei Songshan Airport.

與波音737MAX因飛機設計不佳所引起的事故不同,這次事件的發生很可能是人為錯誤或維護不當造成。

Contrary to the Boeing 737 MAX that has issues stemming from inferior aircraft layout, this isolated episode might be potentially be as a consequence of human error or improper maintenance.

在未來,除非發現A330-300機型的設計缺陷,否則航空公司不太可能將其停飛。

At the near future, airlines will probably not earth a 330-300 unless the analysis reveals design defects, or when the CAA decides to change its mind.
